LAHORE: Suspicious motorcyclists opened fire on a police team present in the Raiwind area for the arrest of proclaimed offenders. During the exchange, one suspect was wounded by a bullet fired by his own accomplices, while two suspects escaped taking advantage of the darkness.
According to police, the Raiwind police team was present near Phamba Pulli for the arrest of proclaimed offenders when three suspicious individuals riding on a motorcycle were signalled to stop. Instead of stopping, the suspects opened fire on the police team.
Police personnel resorted to self-defence by lying flat on the ground and taking shelter in the fields.
The tactical detail is notable. Police in Pakistan conducting operations against proclaimed offenders in rural and peri-urban terrain frequently operate without body armour or armoured vehicles, and open agricultural land offers limited cover. Going prone and moving into standing crops is the standard response available to officers caught in open ground under fire.
During the exchange of fire, one suspect was wounded by firing from his own accomplices, and was arrested by police, while his two companions fled from the scene.
According to the police spokesperson, the arrested wounded suspect, Nauman, turned out to be a record holder in more than 70 offences. A stolen motorcycle and an illegal weapon were also recovered from the suspect’s possession.
A record of more than seventy registered offences places the individual in the category of habitual offenders who account for a disproportionate share of street crime in any urban area. Criminological research consistently finds that a small minority of repeat offenders is responsible for a large proportion of recorded property crime, which is why the apprehension of such individuals has an effect on crime figures out of proportion to the single arrest.
A search operation is continuing in the area for the arrest of the suspects who escaped, while further investigation is also being conducted by police.
The operation’s original purpose — the arrest of proclaimed offenders — points to a persistent challenge in Pakistan’s criminal justice system. A proclaimed offender is an accused person who has been declared an absconder by a court after failing to appear despite process being issued.
Large numbers of proclaimed offenders remain at liberty across Punjab, and their apprehension requires sustained operational effort of exactly the kind that led police to Phamba Pulli. Because such individuals face existing warrants and, in many cases, the prospect of substantial sentences, encounters with them carry elevated risk of armed resistance — as this incident demonstrated.
The recovery of an unlicensed weapon alongside a stolen motorcycle reflects the standard equipment profile of street-crime operations in the region. Stolen two-wheelers provide mobility and are difficult to trace, while illegally held firearms enable the coercion on which snatching offences depend. Both recoveries generate separate charges under the Arms Ordinance and property offence provisions in addition to the charges arising from the firing on the police party.
The circumstance of the suspect being struck by his own companions’ fire is characteristic of unaimed shooting during flight, where rounds are discharged for suppressive effect without regard to the positions of accomplices.
